I was approached with this idea to help the league and I thought I would put it up to a vote. So here goes.
A gm has approached me about possibly being a GM of two teams at once. Now at first I thought this would fill a spot until we got a gm, but then I also thought it could potentially lead to issues. I have conferred with this person a little further and came to the decision that it would have to be put up for a vote league wide.
So if it is approved here is my stipulations of it.
1. Obviously can't trade between the two teams for obvious reasons.
2. That once we find a gm to fill the spot he will vacate the team and just gm one team.
If it is voted against we will not do it. Just want to get the majority opinion.

In separate leagues by someone ... Can't trade with same team with both teams in same season either.

Apparently having a team without a GM is better. I take it you're the GM that wants the other team? That's one of the issues. Who gets to do it? I'd like to GM two teams too. So would most of the league. This has been brought up before and shot down for the right reasons. I agree with James that having open teams is bad for the league. But there are just too many problems with this. Having a GM run two teams is worse than having an open team. I don't trust anyone to run a second team in good faith, including myself. And by the time someone starts running a second team we'll have a GM for it and this will all be moot.
