Remember the league starts in the year 1974..
Here is the cap number and hard cap numbers per year *Subject to Change*
1974- 1977 Seasons
Salary Cap 10 Million Hard Cap 20 Million
1978- 1981
Salary Cap 15 Million Hard Cap 30 Million
1982- 1985
Salary Cap 20 Million Hard Cap 40 Million
1986- 1989
Salary Cap 30 Million Hard Cap 60 Million
1990- 1993
Salary Cap 35 Million Hard Cap 70 Million
1994- 1997
Salary Cap 40 Million Hard Cap 80 Million
1998- 2001 Salary Cap 45 Million Hard Cap 90 Million
2001- on Salary Cap 50 Million Hard Cap 95 Million
Hard Cap Rules -
You can NEVER go over the hardcap at anytime during the season or offseason.
If you do the last player signed that put you over the cap will be cut.
No trades will be allowed if it puts you over the hardcap.
No resignings will be allowed if it puts you over the hardcap.
The only way you might go over the hard cap is if naturally your teams salary's the next season carry over and you are over. At that point you have until draft starts the following year to get back under or lose your most valuable player.

Just bumping this in case theres a question
looking at the celtics they we NOT over the hardcap after the season thus the losing best player rule wouldnt apply since this is happening between the end of FA and the start of the season.. According to the rules the way they are written the players signed that put you over the hardcap are released in this case the 4 FA's the celtics signed would be released and 4 new guys signed at contracts that keep them under. At least thats the way I see it..
